It is the goal of the Upland Green Homeowners Association to foster pride in our neighborhood. We hope that this website is a source of information for you.

The Upland Green Homeowners Association has accepted the enclosed version of the document now entitled "Additions to Bylaws per Article X".

Additions to Bylaws (Dec 2011)

We asked all homeowners, per Article X of our Bylaws to accept or deny the changes we recommended and we received a total of 12 votes, not including the votes of the Board members.  In order to keep the additions from taking place, we needed a 60% disapproval vote; we did not receive such a vote.  However, we did have a few homeowners in attendance voicing concern at the December 7th meeting.  We took into consideration their concerns and made the changes they suggested.  One concern reflected the belief that the homeowners thought the Board expected cats to be on leashes.  We have eliminated that concern, but outlined our stronger issues of the attraction of feral and wild animals.

A secondary concern was the previous title “Bylaws Amendments”.  A couple of homeowners expressed that the title left open that these were “legal Bylaws”;  the Board does not claim that they are Bylaws, however we are enforcing them as per Article X and have voted now to call them “Additions to Bylaws per Article X”.  This will allow future Board members to verify where we acting and when.

Many of you are aware of the work of the Totem Lake Neighborhood Association in unifying our area during and after the annexation. Now, in an effort to more reflect our entire community they have combined with the Kingsgate area to become the Evergreen Hill Neighborhood Association. Their new web address is www.evergreenhillna.org

The Gathering Place: The Friends of 132nd Square Park, with the help of Tully's Coffee and The Pomegranate Center, are building a picnic shelter in the 132nd Sq. Park. They are looking for volunteers and donations to help with the project. If you are interested in helping or would like to learn more about the organization and the plans go to http://132park.wordpress.com/

Earlier last year we asked all of you for advice, in the form of a ballot, on what to do with the tennis courts. well, since then we have learned some more about them.

The tennis courts were originally built as retention ponds by King County to deal with the storm water run-off from our development. The property (tax parcel #8835200985) was therefore remained in the possession of King County. From what little documents we can find it appears that the use as tennis courts was little more than a verbal agreement.

When our development was annexed into the City of Kirkland this tax parcel was one of many that was transfered to the possession of the city so it is now up to them to decide whether the use can continue, whether that use would fall to the jurisdiction of the park department, and whether they would thus be willing to fund their restoration.

The board has been in touch with the city who has also been out to inspect the property. We currently await their decision.

Here is the study that was conducted by the city:

Our August 13th Pool Party at the Kingsgate Pool was a success! We didn't have a huge turnout but all that attended had a terrific time with toys, games and treats. And the weather, despite the forcast turned out perfect for playing in the sun! Watch for us again next year!

Your board has been discussing both Block Watch and Disaster Preparedness programs. With both of those, a map breaking our development into sections or mini-neighborhoods was thought to be helpful. Thus, the map, above was produced. This continues to be a work in progress so if you have any input or are interested in assisting with the organization of these programs please give us a call.

Garbage pick-up is on Monday. Receptacles must be removed from sight from the street within 24 hours of pickup.

Also, Waste Management recently started converting their fleet over to clean burning natural gas power. These trucks have a height of 13'6" so it is important that we keep our trees and overhanging branches trimmed to allow W-M safe access to our neighborhood.

The speed limit within Upland Green is 25 miles per hour!  For the safety of one another, our pets, and our children, please slow down!

Pet reminder:  We have had complaints about loose dogs and owners who do not pick up after their pets.  Please be a responsible human and monitor your pets.
